Moldovan policy-making is an equality blind process. Most vulnerable and marginalized groups are averaged out. Employment rate, access to services, access to participation, resources is always lower among youth, women, Roma, disabled, rural communities. Policy process fails to take in to account specific gaps based on such criteria as gender, age, disability ethnicity or social status. In addition, the policy-making often fails to define the underlying causes, develop specific approaches and to ensure that gaps are dealt with in the implementation process with adequate funds, expertise, institutional commitment and political will.
The “Joint Equal Opportunity Initiative” seeks to improve the situation of most marginalized and vulnerable men and women in Moldova by mainstreaming equality into policy making by the Government and Parliament. Rooted in the human rights based approach, the project explores the principles of equality and non-discrimination, information, participation, transparency and accountability. 
The project will mobilise CSOs working to prevent discrimination against women, older people, youth, persons with disabilities and Roma. The action will capacitate specialised NGOs to review the laws and policies, identify equity-related gaps and make recommendations to policy makers. Necessary instruments will be made available to CSOs to exercise their role of watchdog, advocates and advisors to policy-makers. These groups will provide on regular basis policy advice from the equality perspective to Government and Parliament.

Objective
One of the project objectives is to expose the selected Moldovan NGOs to the experience of Sweden in the area of advancing equality and non-discrimination. To this end, EEF is hiring an organisation or individual to deliver a two-days training for 20 NGOs on the Swedish experience of mainstreaming equality and non-discrimination in public policies.

Application procedure:

Interested candidates must submit the following documents/information to demonstrate their qualifications:
1. A proposal explaining (i) how applicant responds to each of the qualification requirements and why he/she is the most suitable for the work and providing (ii) a brief methodology (max. 2 pages) on how the work will be approached and conducted;
3. Curriculum vitae of the applicant;
3.Financial proposal (in USD), specifying the number of anticipated working days and the fee per day.
